6 Other control measures A number of other approaches have been tried from time to time, many of which are financially based. 16 Obviously, none of these actions actually makes aircraft any quieter, but they do help to suppress annoyance and are a popular ploy for administrations that do not wish to appear uncaring. In the end, however, such measures are only pain killers, dulling the system until the long-term solution can be expedited - scrapping the older, noisier aircraft and building the best in noise control into the aircraft that replace them.

The sound so produced then has to propagate either through the atmosphere to the observer on the ground, or through the fuselage structure to the passenger in the cabin. The passenger notices the presence of airframe-induced noise as the aircraft climbs and accelerates to cruise speed as a general build-up in the level of cabin noise. This build-up is proportional to about the fifth power of aircraft speed, although this is not fully appreciated since the reducing atmospheric pressure outside the passenger cabin (as aircraft altitude increases) offsets the effect by reducing the source level according to pressure squared.

We will have to await the outcome of the ongoing debate - the only positive move thus far being an intent by ECAC to start with a nonaddition rule late in 1990, and a similar EEC proposal.
